Account Fees 2024

 

Umweltbundesamt charges a fee for the management of accounts. The chargeable period is the respective calendar year (1.1. to 31.12.). The account fees are annual flat rate fees. There are no provisions for pro-rata fee payments in the event that an account is closed during the year.

The fees charged by Umweltbundesamt have to be approved annually by the Austrian Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology. They are applicable for one calendar year.

This ensures the revenue neutrality of the management of the registry during the trading period as required by Section 43 (1) of the Emission Allowance Act 2011 as amended.

Operator holding accounts and aircraft operator holding accounts  

The basis for the calculation of the account fees for operator and aircraft operator holding accounts is the average of the verified emissions of the last three years that are available at the beginning of the chargeable period (1.1.). As the verified emissions for a particular year are not available before 1st April of the following year, the fee does not take into account the verified emissions from the preceding year.  The column header “Emissions” in the table of fees shown below must therefore be understood as the average of the verified emissions of the last three available years (in tonnes of CO2 equivalent).

For operator holding accounts and aircraft operator holding accounts the following applies:

  • The fee for new market participants (operator and aircraft operator holding accounts) is determined on the basis of emission estimates as stated in the monitoring plan, until the first emission data for a full year are available.
  • In the event of merger or split of installations, the fee is determined with effect from the year following the division or consolidation on the basis of estimates as shown in the monitoring plan. This shall apply until emission data for the first full year are available for the new installation.
  • Where installations have been reported as idle, the fee shall be calculated on the basis of the above mentioned criteria and charged accordingly.
  • No fee is charged for accounts with “excluded” status.

Former operator holding accounts and person holding accounts in the Kyoto Protocol Registry and trading accounts

For former operator holding accounts and person holding accounts in the Kyoto Protocol Registry and for trading accounts, a flat rate fee is charged. The fee is € 1,700.

Applicants from non-European Economic Area (EEA) countries have to pay a one-off service fee of € 2,000 for the opening of person holding accounts in the Kyoto Protocol Registry and for trading accounts.
